清朝年间，江南私盐贩活动猖獗，清政府三令五申，扬州官府不得不认真“围剿”。
　　走私食盐集团首脑徐老 虎 (刘永)与白寡妇(恬妮)，因清官李振彪（白彪）拒不受贿，同时两江总督又责令严缉私盐，徐老 虎 和白寡妇二人都面临被捕危险。
　　白寡妇为免同僚落网，遂私自前往官府与李振彪协议自己投案，李振彪念及曾与徐老 虎 及白寡妇亡夫结义，遂允白寡妇之要求。白寡妇被判处绞刑，李振彪为了避免总督介入此案，进而节外生枝，遂派人送毒药给白寡妇。徐老 虎 惊悉白寡妇独力承担罪责更被判处死刑，复仇行动随即展开……

　　《徐老 虎 与白寡妇》是李翰祥改编自高阳同名著作。本片描述了一对走私集团首脑之间的「情谊」以及面对官府打击时所采取的不同反应，有相当的可看性，尤其是本片的服装与美术都相当的出色，曾获得第十八届金马奖最佳服装设计（李燕萍）和最佳美术设计（陈景森）。

　　高阳是当代作家，本名许晏骈，字雁水。笔名郡望、吏鱼等。浙江杭州人，大学未毕业，加入国民党空军军官学校，当了空军军官，随军赴台湾。曾任国民党军队参谋总长王叔铭的秘书。退伍后任台湾《中华日报》主编，还一度出任《中央日报》特约主笔，他的创作始于1951年，专门从事历史小说的写作。
